Administrative Withdrawal Protocol & Refund Determination
Overview of Cancellation Provisions
The Applicant retains the right to initiate the withdrawal of a submitted ESTA declaration, subject to the provisions and constraints enumerated in this section. Cancellation eligibility, refund determination, and procedural requirements are governed by the adjudication status of the declaration at the time the cancellation request is received and processed.

Grounds for Cancellation
Cancellation requests are accepted for the following grounds. The Applicant must specify the applicable ground at the time of request submission:
a) Change of Travel Plans
The Applicant's intended travel to the United States has been cancelled or indefinitely postponed.
b) Duplicate Submission
The Applicant has inadvertently submitted more than one ESTA declaration for the same travel period. Upon verification, the duplicate submission is eligible for cancellation and refund.
c) Data Entry Error
The declaration contains errors in non-modifiable fields (e.g., passport number, name) that cannot be corrected through the modification protocol. A new declaration must be submitted.
d) Submitted in Error
The Applicant initiated the declaration process unintentionally or without understanding the nature of the service.
e) Alternative Visa Obtained
The Applicant has obtained a nonimmigrant visa through consular channels, rendering the ESTA declaration unnecessary.
Cancellation Request Procedure
To initiate a cancellation request, the Applicant must submit a formal written request through the Contact Us portal or via email correspondence. The request must contain the following mandatory elements:
- Application Reference Number (ARN)
- Full legal name as registered on the declaration
- Registered email address matching the original submission
- Specific ground for cancellation (as enumerated in the relevant section)
- Any supporting documentation, where applicable
Post-Cancellation Consequences
The Applicant is advised to consider the following consequences prior to initiating a cancellation request:
A cancelled declaration cannot be reinstated. If travel authorisation is subsequently required, the Applicant must submit a new declaration with the applicable administrative levy.
Cancellation of a declaration does not affect the Applicant's eligibility for future ESTA submissions.
Refund processing, where applicable, requires 5–10 business days from the date of cancellation confirmation.
The government filing fee component, where applicable, may be non-recoverable and is subject to separate refund provisions as determined by the adjudicating authority.

Once a cancellation request has been confirmed and processed, the action is irrevocable. The Applicant is strongly advised to carefully consider all implications before submitting a cancellation request. No administrative appeal mechanism exists for confirmed cancellations.
